Woodland Mills Community, according to Marshall's Obion County History includes a section of Civil Districts Two and Ten. And on the district map it is very near the Kentucky border and about half way between the east and west district lines. 

In 1868 Woodland Mills was on the Hickman & Obion RR which became the NC St. L. Railroad. W. G. McFetridge operated a steam saw and grist mill. John Taylor opened a dry goods store and Daniel Burrus had a grocery store. Thomas H. C. Lownsbrough of NY state settled here after the Civil War and was postmaster and railroad and express agent until he died in 1883.

Settlers in the area by 1886 included James Hefley and Calvin Rogers. Other residents of the area were: Cato Davis, Dr. G. B. Burrus, John Flack, William Sanders, Dick Prather, L. T. Holliday, Milton Ferguson, George Threlkeld, Dr. Wes Alexander, John Isbell, Will Flack, Dick Alexander, John Iler, and Robert, Frank and James Pruett.

Later businesses included: the Growers Gin Company, operated by T. N. Simpson; Ferguson & Jones Store; Blackburn Service Station; Buck's Service Station and Farmers Bank.
