MALVIN CECIL SEXTON was born in the Paint Rock Community of Scott County on September 9, 1913. He was the tenth child of CASWELL and RACHEL ROSEMARY CECIL SEXTON and the grandson of CHRISTOPHER COLUMBUS and NANCY PHILLIPS SEXTON, and of WILLIAM and NANCY WILLIAMS WEST CECIL. He married SADDIE MORROW of Bishopville, South Carolina, on December 14, 1941. Their children are: JOE RICHARD, born on November 14,1946; ALLEN CECIL (deceased), born on June 13, 1948; CAROLE JEAN BURKE, born on May 26, 1950; ROBIN MORROW, born on July 17, 1951; JOHN CHRISTOPHER, born on December 7, 1952; and KAREN SUZANNE O'NEAL, born on February 16, 1955.
He attended Almy, Fogal and new Almy Elementary schools and graduated from Huntsville High School in 1934. He received his B.S. Degree from East Tennessee State Teachers College in Johnson City in 1947, and his M.S. Degree from the University of Tennessee in Knoxville, in 1956.
He served seven years in the U.S. military, including service in the South Pacific during World War II.
He taught at Almy, Huntsville, Helenwood Elementary schools, and at Robbins High School. He served two terms (eight year, 1956-1964), as the Scott Countv Superintendant of Schools. He served as director for the Tennessee Department of Human Services for 12 years. He served 21 years as a teacher, principal, coach and superintendent for Scott County Schools.
Under his tenure as superintendent, the program for exceptional children was established, also, the building and trades program. He recognized the need for the consolidation of schools in Scott County and set up a comprehensive survey for the systems of Scott County Schools and the Oneida Special School District, under the direction of the School of Administration Department of the University of Tennessee, headed by Dr. OREN B. GRAFF and Dr. JOHN GILLAND. This set the framework for consolidation to be accomplished. A formal Curriculum guide was written for all schools to improve instruction.
MALVIN retired on February 28, 1978 with 39 years and seven months creditable service.
A resident of Helenwood, he is a member of the Paint Rock Baptist Church.
