Thanks to Gary Hawley for submitting this information. He also adds:

I recently receiced a photo copy of a petition filed with the Tennessee Legislature on 1 May 1813, by a group of citizens living south of the Holston River. They were seeking to have the Battalion Head Quarters of the Militia of the Eastern District of Tennessee moved from the place of Francis Holley(Hawley).

It seems that the river got too high at times for them to cross. There are quite a few signatures of members of the Militia on the petition that may be worth posting. The petition doesn't indicate the ruling on the petition but Ansearchin magazine back in the late 70's said the petition was denied.
